Pepper Confetti Macaroni and Cheese

Nonstick vegetable oil cooking spray
1 tablespoon olive oil
1 large onion, peeled, finely chopped
3 garlic cloves, peeled, minced
1 large red bell pepper, washed, cored, seeded, diced
1 large yellow bell pepper, washed, cored, seeded, diced
1 green bell pepper, washed, cored, seeded, diced
1/4 cup flour
3 cups skim milk
1 to 1 1/2 cups crumbled feta cheese
2 tablespoons chopped fresh dill
1 tablespoon Dijon-style mustard
Salt and freshly ground black pepper to taste
Dash of cayenne pepper
Dash of nutmeg
8 ounces rigatoni or macaroni, cooked according to package direction, rinsed and drained
1/2 cup toasted bread crumbs
Preheat the oven to 400 degrees. Spray an 8-by-12-inch baking dish with nonstick vegetable oil cooking spray. Set aside.
In a large nonstick skillet, heat the olive oil. Add the onion, garlic and the red, yellow and green peppers. Cook over medium heat until the vegetables are soft but not brown, about 4 minutes. Stir in the flour and cook for 1 minute.
Stir in the skim milk and bring to a boil, stirring constantly. Reduce the heat and simmer the sauce until it is thickened, about 1 minute. Stir in the feta cheese, dill, mustard, salt, pepper, cayenne pepper and nutmeg. Stir the cooked rigatoni or macaroni into the sauce.
Spoon the mixture into the prepared baking dish. Sprinkle the top with toasted bread crumbs. Bake for 30 to 40 minutes or until bubbling and the top is crusty and golden brown. Remove from the oven and serve.
